Rachel Youngman joins as ELF’s CEO

We are thrilled to welcome Rachel Youngman as the new interim CEO of the Environmental Law Foundation (ELF). With the Board and team, Rachel will lead the organisation through a period that builds on ELF’s remarkable history.

Rachel’s career has been defined by a dedication to justice and equality. Her insight into the intersections of science, law, and social justice aligns perfectly with ELF’s mission: providing grassroots communities with the tools to challenge environmental damage, advocate for sustainable policies, and access pro bono legal assistance.
With Rachel’s guidance, ELF will expand its reach into more communities, deepen its networks, and amplify the voices of those most affected by environmental harm. Her focus on inclusion ensures that all people—regardless of background or geography—will have a platform to influence decisions that shape their environment and future.
Building on Strong Foundations
ELF has a remarkable legacy of impact, from community-driven casework to pivotal legal interventions, such as the 2024 Supreme Court ruling in Manchester Ship Canal v United Utilities Water. Rachel recognizes this legacy and is eager to harness it to drive broader, systemic change. She highlights ELF’s unique position as “small, agile, with considerable weight and even more opportunity,” emphasizing the potential to share its 30 years of expertise with new generations of environmental leaders.

Rachel’s leadership promises innovation in both practice and collaboration. By working with such a committed Board, highly experienced team, and wide range of partners, she sees the potential for ELF to integrate multidisciplinary approaches by strengthening the connections between science, law, and advocacy while fostering partnerships with pro bono lawyers, environmental experts, and university clinics across the UK. Never losing sight of ELF’s commitment to grassroots communities we will plan to build ELF’s public profile and influence national and international laws will ensure the organization’s impact grows, both in scope and significance.
